Registration Services

BLDA registers and certifies all entities engaged in the State's animal breeding value chain.

1. Semen Station & IVF-ET Laboratory

Mandatory registration of all Semen Stations & IVF-ET Laboratories operating in Bihar under the Act, 2025.

  • Application Form: Form A
  • Certificate Issued: Form B
  • Registration Fee: ₹ 25,000 (new)
  • Renewal Fee: ₹ 10,000 | Late renewal: ₹ 5,000 (within 3-month grace period)
  • Validity: 2 years
  • Conditions: Only certified bulls / animals allowed for semen production. Provisional registration permitted.
  • Returns: Half-yearly return in Form I; new bull certification in Form J.

2. AI Service Provider

Mandatory registration of every Artificial Insemination (AI) Service Provider operating in Bihar.

  • Application Form: Form C
  • Certificate Issued: Form D
  • Registration Fee: ₹ 20,000
  • Renewal Fee: ₹ 10,000 | Late fine renewal: ₹ 4,000 (within 3-month grace period)
  • Validity: 5 years
  • Conditions: Must source semen only from Grade A/B Semen Stations or registered IVF labs. Must employ only registered AI Technicians.
  • Returns: Monthly report in Form K.

3. Artificial Insemination Technician (AIT)

Registration of trained Artificial Insemination Technicians authorised to perform AI services in Bihar.

  • Application Form: Form E
  • Certificate Issued: Form F
  • Eligibility: Successful completion of training from a registered Training Institute.
  • Updated list: Submitted by AI Service Providers half-yearly (since AI technicians frequently quit).
  • Transfer: Form M is used for transfer of AI Technician between AI Service Providers.

4. AI Training Institute

Mandatory registration of Artificial Insemination Training Institutes operating in Bihar.

  • Application Form: Form G
  • Certificate Issued: Form H
  • Registration Fee: ₹ 20,000
  • Renewal Fee: ₹ 10,000 | Late fine renewal: ₹ 4,000 (within 3-month grace period)
  • Validity: 3 years
  • Conditions: Must provide classroom + hands-on training. Must follow curriculum approved by the Registration Authority.
  • Returns: Half-yearly return in Form L.

How to Apply

Follow these steps to register or renew your registration with BLDA.

Download the Form

Visit the Acts & Regulations page and download the relevant form (Form A, C, E or G) from the gazetted PDF.

Prepare Documents

Compile all required supporting documents — proof of address, list of bulls / animals / technicians, training certificates, etc.

Submit Fee

Deposit the prescribed registration / renewal fee by Cash or DD in favour of the Registration Authority, BLDA.

4

Submit at BLDA

Submit the duly filled form along with documents and fee receipt to the office of the Project Director, BLDA, Patna.

Important Note
