Refund & Return Policy

Treatment of fees paid for registration / renewal under the Bihar Animal Breeding Regulation Act, 2025

Overview

The fees collected by the Bihar Livestock Development Agency (“BLDA”) for registration, renewal, late renewal or any other service under the Bihar Animal Breeding Regulation Act, 2025 are statutory fees of the Government of Bihar. They are charged towards processing of applications, scrutiny, inspection, certification and record maintenance carried out by BLDA, regardless of whether the application is finally accepted, rejected, returned for compliance or withdrawn by the applicant.

This Refund & Return Policy explains the limited circumstances in which a refund may be considered.

1. Fees are Non-Refundable

Once any applicant submits an application for registration, renewal, late renewal, transfer, certification or any other service notified under the Bihar Animal Breeding Regulation Act, 2025 and pays the prescribed fee, the fee shall not be refunded under any circumstances, including but not limited to:

  • Rejection of the application due to incomplete, incorrect or false information.
  • Failure to meet eligibility, infrastructure, manpower, hygiene, quarantine, rearing or curriculum requirements prescribed under the Act.
  • Failure to produce, on demand, certified bulls / animals, training records, fitness certificates, semen test results or any other supporting document.
  • Suspension, cancellation or revocation of an existing certificate (Form B / D / F / H) due to violation of the Act, the rules made thereunder or any direction of the Registration Authority.
  • Voluntary withdrawal, abandonment, surrender or non-prosecution of the application by the applicant.
  • Closure, sale, merger, dissolution or change of constitution of the applicant entity.
  • Change of mind, change of business plan or change of location by the applicant.
  • Delay or non-completion of inspection / verification due to reasons attributable to the applicant.
  • Late submission of half-yearly returns (Form I, L), monthly reports (Form K), Form J or any other prescribed return.
  • Force majeure events such as natural calamities, strikes or government orders.

2. The Only Permissible Refund

A refund shall be considered only in the following situation:

  • Where an applicant has, by mistake, paid the prescribed fee twice for the same application (i.e., a duplicate / double payment for the same application number, applicant and form), the duplicate amount may be refunded after due verification.

No other situation shall qualify for a refund of the fee paid to BLDA.

3. Conditions for the Duplicate-Payment Refund

The duplicate-payment refund described in clause 2 shall be subject to the following conditions:

  • The applicant shall submit a written request, addressed to the Project Director, BLDA, within thirty (30) days from the date of the duplicate payment.
  • The request shall be accompanied by:
    • Self-attested copies of both money receipts / DDs / payment confirmations along with bank statements showing both debits.
    • Application number(s) for which the duplicate payment was made.
    • Bank account details of the applicant (account holder name, bank, branch, account number and IFSC) for credit of the refund.
    • A self-attested undertaking that the duplicate payment was made by mistake and that no service / certificate has been availed against the duplicate amount.
  • BLDA shall internally verify the receipts and payments before processing any refund.
  • Only the actual duplicate amount shall be refunded. Bank charges, transaction charges, GST (if any), service charges and any other charges shall not be refunded.
  • No interest shall be payable on any refunded amount.
  • The refund, after approval, shall normally be credited to the applicant's bank account within thirty (30) to sixty (60) working days from the date of approval, subject to availability of bank channels and audit clearance.

4. Late Renewal Fee

Late-renewal fee paid within the three-month grace period (e.g., ₹ 5,000 in respect of Semen Stations / IVF-ET Labs and ₹ 4,000 in respect of AI Service Providers and Training Institutes) is a separate statutory levy and shall not be refunded under any circumstances.

5. No Return / Exchange of Service

BLDA does not sell physical or digital products through this Site. The website is informational and the underlying services (registration, certification, inspection) are statutory in nature. Accordingly, there is no concept of return or exchange of any service.

6. Adjustment / Set-off

BLDA does not, ordinarily, allow adjustment or set-off of any fee paid against any other application, future application or any other liability of the applicant. Each application and each fee shall be treated independently.

7. Fraudulent or Unauthorised Payments

If a payment received by BLDA is later identified as fraudulent, unauthorised or charged-back by the bank, the corresponding application shall be treated as void ab initio and BLDA shall be entitled to cancel any acknowledgement / provisional registration without further notice. Such applicants shall continue to be liable for action under the Act and applicable law.

8. Mode of Refund

All approved refunds shall be made only by direct credit to the bank account of the original applicant entity. Cash refunds shall not be made under any circumstances. Refunds to third parties or alternate accounts shall not be entertained.

9. Disputes & Grievance Redressal

All disputes are subject to the exclusive jurisdiction of the courts at Patna, Bihar.

10. Updates to this Policy

BLDA reserves the right to update this policy from time to time in line with the Bihar Animal Breeding Regulation Act, 2025, the rules made thereunder and the relevant Government of Bihar finance instructions. The latest version of this policy on this Site shall always prevail.
