BLDA may collect the following types of information:

• Information you provide: Name, full address, contact number, e-mail, designation, name of the entity, names of directors / proprietors / partners, registration / renewal details, qualification, training certificates and similar details that an applicant provides while submitting any prescribed form (Form A – M) under the Bihar Animal Breeding Regulation Act, 2025.
• Payment information: Money receipt number, demand draft number, date, bank name and branch name relating to fees paid for registration, renewal or late renewal under the Act. BLDA does not store full credit card / debit card numbers, CVV or net-banking passwords.
• Operational records: Details of bulls / animals, semen / embryo production capacity, herd strength, diagnostic test results, inspection reports, sample test results and other records collected under the Act.
• Technical information: When you visit this Site, our servers may automatically log information such as IP address, browser type, device type, operating system, referrer URL, pages visited and date / time of visit for security and audit purposes.

2. How We Use the Information

Information collected by BLDA is used for the following purposes:

• To process applications for registration, renewal or transfer of Semen Stations, IVF-ET Laboratories, AI Service Providers, AI Technicians and Training Institutes.
• To verify the authenticity of applicants and their entities.
• To issue, suspend or cancel certificates in Forms B, D, F and H.
• To carry out inspections, investigations, enforcement and disposal of seized material under the Act.
• To prepare statutory returns, reports and statistical analyses.
• To respond to grievances, RTI applications and queries received through the helpline / e-mail.
• To comply with legal, regulatory, audit and government reporting obligations.

3. Disclosure of Information

BLDA does not sell or rent personal information. Information may be shared only in the following circumstances:

• With other departments / authorities of the Government of Bihar and Government of India where required by law or for the implementation of the Act.
• With State and District Inspection Teams constituted under the Act.
• With courts, tribunals, police or law-enforcement agencies in response to lawful requests.
• With auditors, internal investigators or technical service providers engaged by BLDA, who are bound by confidentiality.
• Aggregated, non-identifiable statistical information may be published in annual reports or shared with researchers.

4. Public Information

The list of registered Semen Stations, IVF-ET Labs, AI Service Providers, AI Technicians and Training Institutes (including registration number, validity and area of operation) is treated as public information under the Act and may be displayed on this Site or made available on request.

Records relating to applications, certificates, returns, inspections and payments are retained for the period prescribed under the Bihar Animal Breeding Regulation Act, 2025, the Bihar Records Manual and other applicable Government rules.

8. Security

BLDA follows reasonable administrative, physical and technical safeguards to protect the information in its custody. However, no electronic transmission or storage system is fully secure. Users are advised to keep their login credentials, registration numbers and payment receipts confidential.

9. Children's Privacy

This Site is intended for adult applicants and registered entities under the Act. BLDA does not knowingly collect information from children below 18 years of age.

10. Updates to this Policy

This Privacy Policy may be revised from time to time to reflect changes in law, technology or BLDA's practices. The revised version will be posted on this page with an updated effective date. Continued use of the Site after such updates constitutes acceptance of the revised policy.
