Bihar Livestock Development Agency (BLDA) is the implementing arm of the Department of Animal & Fisheries Resources, Government of Bihar, working to deliver scientific breeding, quality genetic material and skilled artificial insemination services to farmers across the state under the Bihar Animal Breeding Regulation Act, 2025.

The Bihar Livestock Development Agency (BLDA) is constituted by the Department of Animal & Fisheries Resources, Government of Bihar, to plan, monitor and regulate cattle and buffalo breeding programmes in the state. BLDA implements the Bihar Animal Breeding Regulation Act, 2025, ensuring that only certified bulls, registered semen stations, IVF-ET laboratories and trained AI technicians serve the dairy farmer community.
Through its network of Maitri (mobile AI technicians), Frozen Semen Bull Station, IVF-ET initiatives and farmer outreach, BLDA contributes directly to milk productivity, rural livelihood and the White Revolution in Bihar.

Under the Bihar Animal Breeding Regulation Act, 2025
Mandatory registration via Form A; certification issued in Form B. Validity: 2 years. Registration fee ₹25,000; renewal ₹10,000. Only certified bulls/animals allowed for semen production.
Mandatory registration via Form C → certificate Form D. Registration fee ₹20,000; renewal ₹10,000. Validity: 5 years. Must source semen from Grade A/B stations or registered IVF labs and employ registered AI technicians.
Trained, certified and registered Artificial Insemination Technicians (Form E → Form F). Updated lists are submitted to BLDA half-yearly.
Mandatory registration (Form G → Form H). Fees ₹20,000 (new) / ₹10,000 (renewal). Validity 3 years. Must provide classroom + hands-on training under approved curriculum.
Registration Authority may inspect premises any time, collect samples, seize uncertified animals. Lab results are legally admissible. Local authorities must assist inspections.
Half-yearly returns from Semen Stations (Form I) and Training Institutes (Form L); monthly reports from AI Service Providers (Form K); AIT transfer (Form M).
The Act has been notified and the State Advisory Committee (under the chairpersonship of the Additional Chief Secretary / Principal Secretary, Department of Animal & Fisheries Resources) has been constituted vide BLDA-49/2021 (Part-II).
All existing & new Semen Stations, IVF-ET Labs, AI Service Providers, AI Technicians and Training Institutes are required to register / renew their registration with BLDA under the 2025 Act.
