Mandate, Vision & Functions of the Bihar Livestock Development Agency

Who We Are

The Bihar Livestock Development Agency (BLDA) is an autonomous agency of the Department of Animal & Fisheries Resources, Government of Bihar. BLDA is the nodal organisation in the State for cattle and buffalo breeding, frozen semen production, artificial insemination (AI) services and the implementation of the Bihar Animal Breeding Regulation Act, 2025.

BLDA operates the Frozen Semen Bull Station at Patna, supports a network of Maitri (mobile AI technicians), AI Service Providers, IVF-ET initiatives and Training Institutes, and works to deliver quality genetic material at the doorstep of the farmer.

Our Vision

To become a leading State agency in scientific livestock breeding — significantly improving the milk productivity, herd quality and rural livelihoods of dairy farmers in Bihar through the use of high-genetic-merit germplasm and trustworthy AI services.

Our Mission

  • Produce, certify and supply high-quality frozen semen of disease-free certified bulls.
  • Regulate and strengthen the entire AI value chain — from semen station to last-mile technician.
  • Train and certify Artificial Insemination Technicians (AITs) under approved curriculum.
  • Implement the Bihar Animal Breeding Regulation Act, 2025 and ensure full statutory compliance.
  • Increase outreach of AI services to remote and unserved areas of Bihar.
  • Promote scientific record keeping, traceability and farmer protection.

Statutory Mandate

Under the Bihar Animal Breeding Regulation Act, 2025, BLDA-led authorities are empowered to:

  • Register Semen Stations and IVF-ET Laboratories (Form A & Form B).
  • Register AI Service Providers (Form C & Form D).
  • Register AI Technicians (Form E & Form F) and Training Institutes (Form G & Form H).
  • Receive half-yearly returns and monthly reports (Forms I, K, L).
  • Conduct inspections, collect samples, seize uncertified animals and admit lab results as evidence.
  • Constitute State and District-level inspection teams to ensure compliance.

Functions of the Agency

  • Frozen Semen Bull Station: Production, processing, quality control and distribution of frozen semen straws.
  • AI Service Delivery: Coordinated through Maitri (mobile AI technicians) and registered AI Service Providers.
  • Training: Capacity building of AI technicians, veterinary personnel and dairy farmers.
  • Regulation: Issue, renewal, suspension and cancellation of certificates under the 2025 Act.
  • Disease Surveillance: Monitoring of TB, JD, Brucellosis, IBR, Campylobacteriosis, Trichomoniasis as per Form I.
  • Outreach: Awareness camps, breed improvement programmes and farmer extension.

Why It Matters

Dairy is one of the most important sources of supplementary income for rural households in Bihar. Reliable AI services with quality germplasm directly translate into higher milk yields, better calf quality and stronger household economies. BLDA's regulatory and service mandate is therefore central to Bihar's rural growth story.

Quality Germplasm

Only certified, disease-free bulls are allowed for semen production. Strict quarantine, rearing and disease testing protocols are followed at the Frozen Semen Bull Station.

Skilled Workforce

Certified Training Institutes deliver classroom plus hands-on AI training under an approved curriculum. AITs are registered, monitored and re-trained periodically.

Regulation & Compliance

State and district inspection teams audit Semen Stations, IVF-ET Labs, AI Service Providers and Technicians for compliance with the 2025 Act.
